Rename Heuristics.Email.ExceedsMax alerts

Browse source 
Rename Heuristics.Email.ExceedsMax alerts to start with
Heuristics.Limits.Exceeded.Email instead, so that all heuristic alerts
for exceeded scan limits have the same prefix.
