Convert the characters ``&``, ``<`` and ``>`` in string *s* to HTML-safe

sequences. Use this if you need to display text that might contain such

(``"``) and (``'``) are also translated; this helps for inclusion in an HTML
|

attribute value delimited by quotes, as in ``<a href="...">``.
