gh-139653: Add PyUnstable_ThreadState_SetStackProtection() (#139668)

Browse source 
Add PyUnstable_ThreadState_SetStackProtection() and
PyUnstable_ThreadState_ResetStackProtection() functions
to set the stack base address and stack size of a Python
thread state.
