- Restore max field size to sys.maxsize, as in Python 3.13 & below

Add function to list the currently loaded libraries to ctypes.util
The dllist() function calls platform-specific APIs in order to
list the runtime libraries loaded by Python and any imported modules.
On unsupported platforms the function may be missing.

This amends 6988ff02a5: memory allocation for
stginfo->ffi_type_pointer.elements in PyCSimpleType_init() should be
more generic (perhaps someday fmt->pffi_type->elements will be not a
two-elements array).
It should finally resolve#61103.

The implementation uses 'ptr' for the name of the first parameter of
ctypes.string_at() and ctypes.wstring_at(). Align docs and docstrings
with the naming used in the implementation.

This change is part of the work on PEP-738: Adding Android as a
supported platform.
* Remove the "1.0" suffix from libpython's filename on Android, which
would prevent Gradle from packaging it into an app.
* Simplify the build command in the Makefile so that libpython always
gets given an SONAME with the `-Wl-h` argument, even if the SONAME is
identical to the actual filename.
* Disable a number of functions on Android which can be compiled and
linked against, but always fail at runtime. As a result, the native
_multiprocessing module is no longer built for Android.
* gh-115390 (bee7bb331) added some pre-determined results to the
configure script for things that can't be autodetected when
cross-compiling; this change adds Android to these where appropriate.
* Add a couple more pre-determined results for Android, and making them
cover iOS as well. This means the --enable-ipv6 configure option will
no longer be required on either platform.

If Python is built with UBSan, test_ctypes now skips test_shorts().
This change allows to run test_ctypes to check for new UBSan regression,
but the known test_shorts() undefined behavior must be fixed.
ctypes.CFUNCTYPE() and ctypes.WINFUNCTYPE() now fail to create the
type if its "_argtypes_" member contains too many arguments.
Previously, the error was only raised when calling a function.
Change also how CFUNCTYPE() and WINFUNCTYPE() handle KeyError to
prevent creating a chain of exceptions if ctypes.CFuncPtr raises an
error.
This reduces the size of the data segment by **300 KB** of the executable because if the modules are deep-frozen then the marshalled frozen data just wastes space. This was inspired by comment by @gvanrossum in https://github.com/python/cpython/pull/29118#issuecomment-958521863. Note: There is a new option `--deepfreeze-only` in `freeze_modules.py` to change this behavior, it is on be default to save disk space.

This gains 10% or more in startup time for `python -c pass` on UNIX-ish systems.
The Makefile.pre.in generating code builds on Eric's work for bpo-45020, but the .c file generator is new.
