gh-47146: Soft-deprecate structmember.h, expose its contents via Python.h (GH-99014)
The ``structmember.h`` header is deprecated, though it continues to be available
and there are no plans to remove it. There are no deprecation warnings. Old code
can stay unchanged (unless the extra include and non-namespaced macros bother
you greatly). Specifically, no uses in CPython are updated -- that would just be
unnecessary churn.
The ``structmember.h`` header is deprecated, though it continues to be
available and there are no plans to remove it.

Its contents are now available just by including ``Python.h``,
with a ``Py`` prefix added if it was missing:

- `PyMemberDef`, `PyMember_GetOne` and`PyMember_SetOne`
- Type macros like `Py_T_INT`, `Py_T_DOUBLE`, etc.
  (previously ``T_INT``, ``T_DOUBLE``, etc.)
- The flags `Py_READONLY` (previously ``READONLY``) and
  `Py_AUDIT_READ` (previously all uppercase)

Several items are not exposed from ``Python.h``:

- `T_OBJECT` (use `Py_T_OBJECT_EX`)
- `T_NONE` (previously undocumented, and pretty quirky)
- The macro ``WRITE_RESTRICTED`` which does nothing.
- The macros ``RESTRICTED`` and ``READ_RESTRICTED``, equivalents of
  `Py_AUDIT_READ`.
- In some configurations, ``<stddef.h>`` is not included from ``Python.h``.
  It should be included manually when using ``offsetof()``.

The deprecated header continues to provide its original
contents under the original names.
Your old code can stay unchanged, unless the extra include and non-namespaced
macros bother you greatly.

There is discussion on the issue to rename `T_PYSSIZET` to `PY_T_SSIZE` or
similar. I chose not to do that -- users will probably copy/paste that with any
spelling, and not renaming it makes migration docs simpler.

gh-98724: Fix Py_CLEAR() macro side effects (#99100)
The Py_CLEAR(), Py_SETREF() and Py_XSETREF() macros now only evaluate
their argument once. If an argument has side effects, these side
effects are no longer duplicated.

Add test_py_clear() and test_py_setref() unit tests to _testcapi.

gh-98610: Adjust the Optional Restrictions on Subinterpreters (GH-98618)
Previously, the optional restrictions on subinterpreters were: disallow fork, subprocess, and threads.  By default, we were disallowing all three for "isolated" interpreters.  We always allowed all three for the main interpreter and those created through the legacy `Py_NewInterpreter()` API.

Those settings were a bit conservative, so here we've adjusted the optional restrictions to: fork, exec, threads, and daemon threads.  The default for "isolated" interpreters disables fork, exec, and daemon threads.  Regular threads are allowed by default.  We continue always allowing everything For the main interpreter and the legacy API.

In the code, we add `_PyInterpreterConfig.allow_exec` and  `_PyInterpreterConfig.allow_daemon_threads`.  We also add `Py_RTFLAGS_DAEMON_THREADS` and `Py_RTFLAGS_EXEC`.

gh-96853: Restore test coverage for Py_Initialize(Ex) (GH-98212)
* As most of `test_embed` now uses `Py_InitializeFromConfig`, add
  a specific test case to cover `Py_Initialize` (and `Py_InitializeEx`)
* Rename `_testembed` init helper to clarify the API used
* Add a `PyConfig_Clear` call in `Py_InitializeEx` to make
  the code more obviously correct (it already didn't leak as
  none of the dynamically allocated config fields were being
  populated, but it's clearer if the wrappers follow the
  documented API usage guidelines)

gh-98608: Change _Py_NewInterpreter() to _Py_NewInterpreterFromConfig() (gh-98609)
(see https://github.com/python/cpython/issues/98608)

This change does the following:

1. change the argument to a new `_PyInterpreterConfig` struct
2. rename the function to `_Py_NewInterpreterFromConfig()`, inspired by `Py_InitializeFromConfig()` (takes a `_PyInterpreterConfig`  instead of `isolated_subinterpreter`)
3. split up the boolean `isolated_subinterpreter` into the corresponding multiple granular settings
   * allow_fork
   * allow_subprocess
   * allow_threads
4. add `PyInterpreterState.feature_flags` to store those settings
5. add a function for checking if a feature is enabled on an opaque `PyInterpreterState *`
6. drop `PyConfig._isolated_interpreter`

The existing default (see `Py_NewInterpeter()` and `Py_Initialize*()`) allows fork, subprocess, and threads and the optional "isolated" interpreter (see the `_xxsubinterpreters` module) disables all three.  None of that changes here; the defaults are preserved.

Note that the given `_PyInterpreterConfig` will not be used outside `_Py_NewInterpreterFromConfig()`, nor preserved.  This contrasts with how `PyConfig` is currently preserved, used, and even modified outside `Py_InitializeFromConfig()`.  I'd rather just avoid that mess from the start for `_PyInterpreterConfig`.  We can preserve it later if we find an actual need.

This change allows us to follow up with a number of improvements (e.g. stop disallowing subprocess and support disallowing exec instead).

(Note that this PR adds "private" symbols.  We'll probably make them public, and add docs, in a separate change.)

gh-98393: os module reject bytes-like, only accept bytes (#98394)
The os module and the PyUnicode_FSDecoder() function no longer accept
bytes-like paths, like bytearray and memoryview types: only the exact
bytes type is accepted for bytes strings.

gh-96512: Move int_max_str_digits setting to PyConfig (#96944)
It had to live as a global outside of PyConfig for stable ABI reasons in
the pre-3.12 backports.

This removes the `_Py_global_config_int_max_str_digits` and gets rid of
the equivalent field in the internal `struct _is PyInterpreterState` as
code can just use the existing nested config struct within that.

Adds tests to verify unique settings and configs in subinterpreters.

gh-95781: More strict format string checking in PyUnicode_FromFormatV() (GH-95784)
An unrecognized format character in PyUnicode_FromFormat() and
PyUnicode_FromFormatV() now sets a SystemError.
In previous versions it caused all the rest of the format string to be
copied as-is to the result string, and any extra arguments discarded.

so the standard <Python.h> provide frame getter functions:

* PyFrame_GetGlobals()
* PyFrame_GetLasti()
* PyFrame_GetLocals()
* PyFrame_Type

Remove #include "frameobject.h" from many C files. It's no longer
needed.

bpo-45383: Get metaclass from bases in PyType_From* (GH-28748)
This checks the bases of of a type created using the FromSpec
API to inherit the bases metaclasses.  The metaclass's alloc
function will be called as is done in `tp_new` for classes
created in Python.

gh-93442: Make C++ version of _Py_CAST work with 0/NULL. (#93500)
Add C++ overloads for _Py_CAST_impl() to handle 0/NULL.  This will allow
C++ extensions that pass 0 or NULL to macros using _Py_CAST() to
continue to compile.  Without this, you get an error like:

    invalid ‘static_cast’ from type ‘int’ to type ‘_object*’

The modern way to use a NULL value in C++ is to use nullptr.  However,
we want to not break extensions that do things the old way.

gh-85858: Remove PyUnicode_InternImmortal() function (#92579)
Remove the PyUnicode_InternImmortal() function and the
SSTATE_INTERNED_IMMORTAL macro.

The PyUnicode_InternImmortal() function is still exported in the
stable ABI. The function is removed from the API.

PyASCIIObject.state.interned size is now a single bit, rather than 2
bits.

Keep SSTATE_NOT_INTERNED and SSTATE_INTERNED_MORTAL macros for
backward compatibility, but no longer use them internally since the
interned member is now a single bit and so can only have two values
(interned or not interned).

Update stats of _PyUnicode_ClearInterned().

gh-92651: Remove the Include/token.h header file (#92652)
Remove the token.h header file. There was never any public tokenizer
C API. The token.h header file was only designed to be used by Python
internals.

Move Include/token.h to Include/internal/pycore_token.h. Including
this header file now requires that the Py_BUILD_CORE macro is
defined. It no longer checks for the Py_LIMITED_API macro.

Rename functions:

* PyToken_OneChar() => _PyToken_OneChar()
* PyToken_TwoChars() => _PyToken_TwoChars()
* PyToken_ThreeChars() => _PyToken_ThreeChars()
