Use UTF-8 as the system encoding on VxWorks.
The main reason are:
1. The locale is frequently misconfigured.
2. Missing some functions to deal with locale in VxWorks C library.
* Add _PyCoreConfig_ReadFromArgv() function which parses command line
options: move code from main.c to coreconfig.c.
* Add _PyCoreConfig_Write() to write the new configuration: coerce
the LC_CTYPE locale, set Py_xxx global configuration variables,
etc.
* _PyCoreConfig_ReadFromArgv() now only changes the LC_CTYPE locale
temporarily. _PyCoreConfig_Write() becomes responsible to set the
LC_CTYPE locale.
* Add _Py_SetArgcArgv() and _Py_ClearArgcArgv() functions
* Rename many "pymain_xxx()" functions
* Add "const" to some function parameters
* Reorganize main.c to declare functions in the order in which they
are called.
* Move fields from _PyMain to _PyCoreConfig:
* skip_first_line
* run_command
* run_module
* run_filename
* Replace _PyMain.stdin_is_interactive with a new
stdin_is_interactive(config) function
* Rename _PyMain to _PyArgv. Add "const _PyArgv *args" field
to _PyCmdline.
Add a new _Py_INIT_EXIT() macro to be able to exit Python with an
exitcode using _PyInitError API. Rewrite function calls by
pymain_main() to use _PyInitError.
Changes:
* Remove _PyMain.err and _PyMain.status field
* Add _Py_INIT_EXIT() macro and _PyInitError.exitcode field.

* The PyByteArray_Init() and PyByteArray_Fini() functions have been
removed. They did nothing since Python 2.7.4 and Python 3.2.0, were
excluded from the limited API (stable ABI), and were not
documented.
* Move "_PyXXX_Init()" and "_PyXXX_Fini()" declarations from
Include/cpython/pylifecycle.h to
Include/internal/pycore_pylifecycle.h. Replace
"PyAPI_FUNC(TYPE)" with "extern TYPE".
* _PyExc_Init() now returns an error on failure rather than calling
Py_FatalError(). Move macros inside _PyExc_Init() and undefine them
when done. Rewrite macros to make them look more like statement:
add ";" when using them, add "do { ... } while (0)".
* _PyUnicode_Init() now returns a _PyInitError error rather than call
Py_FatalError().
* Move stdin check from _PySys_BeginInit() to init_sys_streams().
* _Py_ReadyTypes() now returns a _PyInitError error rather than
calling Py_FatalError().
Move tupleobject.h code surrounded by "#ifndef Py_LIMITED_API"
to a new Include/cpython/tupleobject.h header file.
Add cpython/ header files to Makefile.pre.in and pythoncore project
of PCbuild.
* Move dictobject.h code surrounded by "#ifndef Py_LIMITED_API"
to a new Include/cpython/dictobject.h header file.
* Add PyAPI_FUNC() to _PyDictView_New().
* Reorganize dictobject.h: move views and iterators at the end.
* Move object.h code surrounded by "#ifndef Py_LIMITED_API"
to a new Include/cpython/object.h header file.
* "typedef struct _typeobject PyTypeObject;" is now always defined
in object.h, but if Py_LIMITED_API is not defined,
Include/cpython/object.h also defines the structure.
* Complete the printfunc comment to mention Py_LIMITED_API define.
Include/*.h should be the "portable Python API", whereas
Include/cpython/*.h should be the "CPython API": CPython
implementation details.
