Rename Tkinter tests for widget options (GH-23944)
...
Every test for widget option starts now with "test_configure_"
to distinguish it from tests for widget commands.

tkinter.ttk.Scale().configure([name]) now returns a configuration tuple for name
or a list thereof for all options. Based on patch Giovanni Lombardo.

Issue #22236 : Tkinter tests now don't reuse default root window. New root

window is created for every test class.
Fixed Tkinter images copying operations in NoDefaultRoot mode.
Tcl command names generated for "after" callbacks now contains a name of
original function.
