* bpo-46542: test_lib2to3 uses support.infinite_recursion()
Fix a Python crash in test_lib2to3 when using Python built in debug
mode: limit the recursion limit.
The test_all_project_files() test of test_lib2to3 now uses the
test.support.infinite_recursion() context manager when processing the
infinite_recursion.py file to prevent a crash when Python is built in
debug mode.
The two test_all_project_files() tests now use subTest() and log the
refactored/parsed filename (if test_lib2to3 is run in verbose mode).

Instead of explicitly enumerate test classes for run_unittest()
use the unittest ability to discover tests. This also makes these
tests discoverable and runnable with unittest.
load_tests() can be used for dynamic generating tests and adding
doctests. setUpModule(), tearDownModule() and addModuleCleanup()
can be used for running code before and after all module tests.

* Stricter literal parsing for Python 3.6 in lib2to3.pgen2.tokenize.
* Add test case for underscores in literals in Python 3.
requires them. Disable executable bits and shebang lines in test and
benchmark files in order to prevent using a random system python, and in
source files of modules which don't provide command line interface. Fixed
shebang line to use python3 executable in the unittestgui script.

This revision incorporates into the 2to3 tool the new, faster, tree matching algorithm developed during a GSOC project. The algorithm resides in the two added modules, btm_matcher and btm_utils. New code has been added to drive the new matching process in refactor.py and a few minor changes were made in other modules. A BM_compatible flag(False by default) has been added in fixer_base and it is set to True in most of the current fixers.

make 2to3 use unicode internally on 2.x
This started out as a fix for #2660, but became this large refactoring
when I realized the dire state this was in. 2to3 now uses
tokenize.detect_encoding to decode the files correctly into unicode.

Add an alternative iterative pattern matching system that, while slower, correctly parses files that cause the faster recursive pattern matcher to fail with a recursion error. lib2to3 falls back to the iterative matcher if the recursive one fails.
