c383ad8d9c Issue #20076: Added non derived UTF-8 aliases to locale aliases table. 
The makelocalealias.py script no longer ignores UTF-8 mapping.

ea4f0573b4 Issue #20079: Added locales supported in glibc 2.18 to locale alias table. 
The makelocalealias.py script now can parse the SUPPORTED file
from glibc sources and supports command line options for source paths.

requires them.  Disable executable bits and shebang lines in test and
benchmark files in order to prevent using a random system python, and in
source files of modules which don't provide command line interface.  Fixed
shebang lines in the unittestgui and checkpip scripts.

b4cebd465a Correct mapping of Python codec name to C encoding name for UTF-8 (the C lib 
doesn't seem to like "UTF-8").

Removed the UTF-8 aliases since these should be available for all locales.

bb4f1bdd8b locale.py now uses an updated locale alias table (built using 
Tools/i18n/makelocalealias.py, a tool to parse the X11 locale
alias file); the encoding lookup was enhanced to use Python's
encoding alias table

As sige-effect, this fixes SF bug [ 1080864 ] locale.py doesn't recognize
valid locale setting.
