Centralize `io` tests into the `test_io` module so they are easier to
find and work on. This will make it easier to split `test_general` which
takes 30+ seconds in a debug build on my machine.
This renames `test_bufio` to be `test_bufferedio` so that it matches
the implementation file name (`bufferedio.c`).
Validation performed:
Tests are run in parallel after change:
```bash
./python.exe -m test test_io -uall,largefile,extralargefile -M12G -j8
```
Docstring reformat in `test_io/__init__.py` looks reasonable:
```python
>>> import test.test_io
>>> help(test.test_io)
```

Test case matching patterns specified by options --match, --ignore,
--matchfile and --ignorefile are now tested in the order of
specification, and the last match determines whether the test case be run
or ignored.
Split test_gdb.py file into a test_gdb package made of multiple
tests, so tests can now be run in parallel.
* Create Lib/test/test_gdb/ directory.
* Split test_gdb.py into multiple files in Lib/test/test_gdb/
directory.
* Move Lib/test/gdb_sample.py to Lib/test/test_gdb/ directory.
Update get_sample_script(): use __file__ to locate gdb_sample.py.
* Move gdb_has_frame_select() and HAS_PYUP_PYDOWN to test_misc.py.
* Explicitly skip test_gdb on Windows. Previously, test_gdb was
skipped even if gdb was available because of
gdb_has_frame_select().
* Add single.py and result.py files.
* Rename runtest.py to runtests.py.
* Move run_single_test() function and its helper functions to
single.py.
* Move remove_testfn(), abs_module_name() and normalize_test_name()
to utils.py.
* Move setup_support() to setup.py.
* Move type hints like TestName to utils.py.
* Rename runtest.py to runtests.py.
