This affects string formatting as well as bytes and bytearray formatting.
* For errors in the format string, always include the position of the
start of the format unit.
* For errors related to the formatted arguments, always include the number
or the name of the formatted argument.
* Suggest more probable causes of errors in the format string (stray %,
unsupported format, unexpected character).
* Provide more information when the number of arguments does not match
the number of format units.
* Raise more specific errors when access of arguments by name is mixed with
sequential access and when * is used with a mapping.
* Add tests for some uncovered cases.
We were incorrectly handling a few opcodes that leave their operands on the stack. Treat all of these conservatively; assume that they always leave operands on the stack.
In certain cases it's possible for locals loaded by `LOAD_FAST` instructions
to be on the stack when the local is killed by `DEL_FAST`. These `LOAD_FAST`
instructions should not be optimized into `LOAD_FAST_BORROW` as the strong
reference in the frame is killed while there is still a reference on the stack.
Optimize `LOAD_FAST` opcodes into faster versions that load borrowed references onto the operand stack when we can prove that the lifetime of the local outlives the lifetime of the temporary that is loaded onto the stack.
This PR makes some minor linting adjustments to the Lib/test module
caught by [ruff](https://github.com/charliermarsh/ruff). The adjustments
are all related to the `F541 f-string without any placeholders` issue.

* The compiler analyzes the usage of the first 64 local variables all at once using bit masks.
* Local variables beyond the first 64 are only partially analyzed, achieving linear time.
Inlining of code that corresponds to source code lines, can make it hard to distinguish later between code which is only reachable from except handlers, and that which is reachable in normal control flow. This caused problems with the debugger's jump feature.
This PR turns off the inlining optimisation for code which has line numbers. We still inline things like the implicit "return None".
