gh-136677: Introduce executable specific linker flags to configure (#137296)
* introduce executable specific linker flags

Add PY_CORE_EXE_LDFLAGS and EXE_LDFLAGS which stores executable specific
LDFLAGS, replacing PY_CORE_LDFLAGS for building
executable targets.

If PY_CORE_EXE_LDFLAGS / EXE_LDFLAGS is not provided, then it defaults
to the value of PY_CORE_LDFLAGS which is the existing behaviour.

If both flags are supplied, and there is a need
to distinguish between executable and shared specific LDFLAGS,
in particular, PY_CORE_LDFLAGS should contain the shared specific LDFLAGS.

* documentation for new linker flags

* update Misc folder documentation

* Update Makefile.pre.in

gh-101178: Add Ascii85, Base85, and Z85 support to binascii (GH-102753)
Add Ascii85, Base85, and Z85 encoders and decoders to binascii,
replacing the existing pure Python implementations in base64.

This makes the codecs two orders of magnitude faster and consume
two orders of magnitude less memory.

Note that attempting to decode Ascii85 or Base85 data of length 1 mod 5
(after accounting for Ascii85 quirks) now produces an error, as no
encoder would emit such data. This should be the only significant
externally visible difference compared to the old implementation.

gh-140557: Force alignment of empty bytearray and array.array buffers (GH-140559)
This ensures the buffers used by the empty `bytearray` and `array.array`
are aligned the same as a pointer returned by the allocator.  This is a
more convenient default for interop with other languages that have
stricter requirements of type-safe buffers (e.g. Rust's `&[T]` type)
even when empty.

gh-141860: Add on_error= keyword arg to multiprocessing.set_forkserver_preload (GH-141859)
Add a keyword-only `on_error` parameter to `multiprocessing.set_forkserver_preload()`. This allows the user to have exceptions during optional `forkserver` start method module preloading cause the forkserver subprocess to warn (generally to stderr) or exit with an error (preventing use of the forkserver) instead of being silently ignored.

This _also_ fixes an oversight, errors when preloading a `__main__` module are now treated the similarly. Those would always raise unlike other modules in preload, but that had gone unnoticed as up until bug fix PR GH-135295 in 3.14.1 and 3.13.8, the `__main__` module was never actually preloaded.

Based on original work by Nick Neumann @aggieNick02 in GH-99515.

gh-74902: Add Unicode Grapheme Cluster Break algorithm (GH-143076)
Add the unicodedata.iter_graphemes() function to iterate over grapheme
clusters according to rules defined in Unicode Standard Annex #29.

Add unicodedata.grapheme_cluster_break(), unicodedata.indic_conjunct_break()
and unicodedata.extended_pictographic() functions to get the properties
of the character which are related to the above algorithm.

This makes it analogous to a85encode() and b85encode() and allows the
user to more easily meet the Z85 specification, which requires input
lengths to be a multiple of 4.

Use fused multiply-add in log_helper() for huge ints.

Saving a rounding here is remarkably effective. Across some millions
of randomized test cases with ints up to a billion bits, on Windows
and using log10, the ULP error distribution was dramatically
flattened, and its range was nearly cut in half. In fact, the largest
error Tim saw was under 0.6 ULP.

This amends commit bf8bbe9a81 by
restricting `echo_char` in `getpass.getpass` to single printable
ASCII characters as it would be uncommon to use long strings or
multi-byte characters for keyboard feedback.

gh-72327: Suggest using system terminal for pip install in PyREPL (#136328)
Users new to Python packaging often try to use pip from the REPL only to
be met with a confusing SyntaxError. If this happens, guide the user to
use a system terminal instead to invoke pip.

gh-135551: Change how sorting picks minimum run length (#135553)
New scheme from Stefan Pochmann for picking minimum run lengths.

By allowing them to change a little from one run to the next, it's possible to
arrange for that all merges, at all levels, strongly tend to be as evenly balanced
as possible, for randomly ordered data. Meaning the number of initial runs is a
power of 2, and all merges involve runs whose lengths differ by no more than 1.

gh-119349: Add ctypes.util.dllist -- list loaded shared libraries (GH-122946)
Add function to list the currently loaded libraries to ctypes.util

The dllist() function calls platform-specific APIs in order to
list the runtime libraries loaded by Python and any imported modules.
On unsupported platforms the function may be missing.
