gh-85283: Build posixshmem extension with Limited C API (#111087) 
Build the _multiprocessing.posixshmem extension with the Limited C
API.

* Add <errno.h> include.
* Replace PyUnicode_AsUTF8() with PyUnicode_AsUTF8AndSize().
