Add age and version distance to operational policy criteria 
Added age and version distance to the listed operational policy criteria, as well as a clarification on what the age operand refers to as this seems to be a frequent misunderstanding e.g. #5948.

Rename "Use Cases" docs to "Community Usage Examples" 
Also port some changes from https://github.com/DependencyTrack/dependency-track/pull/2292. The SBOM upload script was not included, as it is mostly covered with the CI/CD documentation already. The powershell scripts have been tweaked slightly to be more consistent.

Closes #2292
