avcodec/amfenc: remove the AMF_VIDEO_ENCODER_AV1_CAP_{WIDTH,HEIGHT}_ALIGNMENT_FACTOR_LOCAL

These have been defined in AMF 1.4.35+ but we are on 1.5.0.
