avformat/matroska: add hvcE block addition mapping type

Add MATROSKA_BLOCK_ADD_ID_TYPE_HVCE (0x68766345) for the Dolby Vision
enhancement-layer HEVC configuration, alongside the existing dvcC/dvvC
entries.
