a45fe72c9d avfilter/scale_eval: reject non-positive output dimensions
When scale filter expressions evaluate to zero or negative output
dimensions (e.g. cascaded scale=...:-2 on extreme aspect ratios),
ff_scale_adjust_dimensions() only checked for int32 overflow and
passed them through, potentially hanging downstream components.

Reject them explicitly so the pipeline fails fast.

Callers that currently ignore the return value will be updated in
the following patches to propagate the error.

805931dfc8 avfilter/scale_eval: Avoid undefined behavior with double to int cast
We use INT32_MIN/MAX so as to ensure we dont have to deal with 64bit width or height
on a int is int64 system. int64 width would overflow in a system where we assume the product of 2
values fit in int64

a28dc06869 avfilter/scale*: add option reset_sar
For anamorphic videos, enabling this option leads to adjustment of
output dimensions to obtain square pixels when the user requests
proportional scaling through either of the w/h expressions or
force_original_aspect_ratio.

Output SAR is always reset to 1.

Option added to scale, scale_cuda, scale_npp & scale_vaapi.

libplacebo already has a similar option with different semantics,
scale_vt and scale_vulkan don't implement force_oar, so for these
three filters, I've made minimal changes needed to not break building
or change output.

avfilter/scale_eval: Reduce rounding error.
When force_original_aspect_ratio and force_divisible_by are both
used, dimensions are now rounded to the nearest allowed multiple of
force_divisible_by rather than first rounding to the nearest integer and
then rounding in a static direction. This results in less distortion of
the aspect ratio.
