Despite write_huff_codes() receiving an ordinary buffer (not a
PutBitContext), it returned the amount of data written in bits,
not in bytes. This has been changed: There is now no intermediate
bitcount any more.

The Ut Video format stores Huffman tables in its bitstream by coding
the length of a given symbol; it does not code the actual code directly,
instead this is to be inferred by the rule that a symbol is to the left
of every shorter symbol in the Huffman tree and that for symbols of the
same length the symbol is descending from left to right. With one
exception, this is also what our de- and encoder did.
The exception only matters when there are codes of length 32, because
in this case the first symbol of this length did not get the code 0,
but 1; this is tantamount to pretending that there is a (nonexistent)
leaf of length 32. This is simply false. The reference software agrees
with this [1].

Allows to write correct value for biBitCount into BITMAPINFOHEADER.
Before, ff_put_bmp_header() always wrote "24" as biBitCount
for utvideo because bits_per_coded_sample was never set by the
encoder.
This options is only used by huffyuv, ffvhuv, jpegls, mjpeg,
mpegvideoenc, png, utvideo.
It is a very codec-specific options, so deprecate the global variant.
Set proper limits to the maximum allowed values, and update utvideoenc
tests to use the new option name.

This parameter can be used to inform the allocation code about how much
downsizing might occur, and can be used to optimize how to allocate the
packet

The rationale is that coded_frame was only used to communicate key_frame,
pict_type and quality to the caller, as well as a few other random fields,
in a non predictable, let alone consistent way.
There was agreement that there was no use case for coded_frame, as it is
a full-sized AVFrame container used for just 2-3 int-sized properties,
which shouldn't even belong into the AVCodecContext in the first place.
The appropriate AVPacket flag can be used instead of key_frame, while
quality is exported with the new AVPacketSideData quality factor.
There is no replacement for the other fields as they were unreliable,
mishandled or just not used at all.

Allocating coded_frame is what most encoders do anyway, so it makes
sense to always allocate and free it in a single place. Moreover a lot
of encoders freed the frame with av_freep() instead of the correct API
av_frame_free().
This bring uniformity to encoder behaviour and prevents applications
from erroneusly accessing this field when not allocated. Additionally
this helps isolating encoders that export information with coded_frame,
and heavily simplifies its deprecation.

The official Ut Video decoder only threads with slices, thus until
now any files encoded by the libavcodec encoder have only been
decodable with a single thread. The default slice count is now
set to subsampled_height / 120.
Also sets slices to 1 for the Ut Video encoder tests to keep them
green.

With cli usage the decoder might have not set the colorspace during
encoder init, manual colorspace override might be needed in such
cases.
