1669fe8631 avcodec/vc1: Move ff_vc1_init_common() to vc1dec.c 
This is possible given that it is no longer used
by the parser.

a79399adfa avcodec/vc1data: Move VLC codes/lengths tables to a header 
and include said header at the place where the VLCs are created.
This allows to make said tables static.
