b60a3f70be avcodec/wnv1: Avoid unnecessary VLC structure 
Everything besides VLC.table is basically write-only
and even VLC.table can be removed by accessing the
underlying table directly.

9cdf82c2c2 avcodec/vlc: Use proper namespace 
Therefore use a proper prefix for this API, e.g.
ff_init_vlc_sparse -> ff_vlc_init_sparse
ff_free_vlc        -> ff_vlc_free
INIT_VLC_LE        -> VLC_INIT_LE
INIT_VLC_USE_NEW_STATIC -> VLC_INIT_USE_STATIC
(The ancient INIT_VLC_USE_STATIC has been removed
in 595324e143, so that
the NEW has been dropped.)
Finally, reorder the flags and change their values
accordingly.

48286d4d98 avcodec/codec_internal: Add macro to set AVCodec.long_name 
It reduces typing: Before this patch, there were 105 codecs
whose long_name-definition exceeded the 80 char line length
limit. Now there are only nine of them.

66b691f99f avcodec/internal: Move ff_get_buffer() to decode.h 
Only used by decoders (encoders have ff_encode_alloc_frame()).

Also clean up the other headers a bit while removing now redundant
internal.h inclusions.

21b23ceab3 avcodec: Make init-threadsafety the default 
and remove FF_CODEC_CAP_INIT_THREADSAFE
All our native codecs are already init-threadsafe
(only wrappers for external libraries and hwaccels
are typically not marked as init-threadsafe yet),
so it is only natural for this to also be the default state.

4243da4ff4 avcodec/codec_internal: Use union for FFCodec decode/encode callbacks 
This is possible, because every given FFCodec has to implement
exactly one of these. Doing so decreases sizeof(FFCodec) and
therefore decreases the size of the binary.
Notice that in case of position-independent code the decrease
is in .data.rel.ro, so that this translates to decreased
memory consumption.

20f9727018 avcodec/codec_internal: Add FFCodec, hide internal part of AVCodec 
Up until now, codec.h contains both public and private parts
of AVCodec. This exposes the internals of AVCodec to users
and leads them into the temptation of actually using them
and forces us to forward-declare structures and types that
users can't use at all.

This commit changes this by adding a new structure FFCodec to
codec_internal.h that extends AVCodec, i.e. contains the public
AVCodec as first member; the private fields of AVCodec are moved
to this structure, leaving codec.h clean.

a688f3c13c avcodec/internal: Move FF_CODEC_CAP_* to a new header codec_internal.h 
Also move FF_CODEC_TAGS_END as well as struct AVCodecDefault.
This reduces the amount of files that have to include internal.h
(which comes with quite a lot of indirect inclusions), as e.g.
most encoders don't need it. It is furthemore in preparation
for moving the private part of AVCodec out of the public codec.h.

a247ac640d avcodec: Constify AVCodecs 
Given that the AVCodec.next pointer has now been removed, most of the
AVCodecs are not modified at all any more and can therefore be made
const (as this patch does); the only exceptions are the very few codecs
for external libraries that have a init_static_data callback.

a8646a7b3f avcodec/wnv1: Make array for initializing VLC smaller 
This is possible by switching to ff_init_vlc_from_lengths() which allows
to replace the table for the codes (which need an uint16_t) by a table
of symbols which fit into an uint8_t. Also switch to an ordinary
INIT_VLC macro while just at it.

0166b1d1a6 avcodec/wnv1: Use LE bitstream reader, avoid copying packet, fix memleak 
The Winnov WNV1 format is designed for a little-endian bitstream reader;
yet our decoder reversed every byte bitwise (in a buffer only
allocated for this purpose) to use a big-endian bitstream reader. This
commit stops this.

Two things needed to be done to achieve this: The codes in the table used
to initialize a VLC reader needed to be reversed bitwise (when
initializing a VLC in LE mode, it is expected that the first bit to be
read is in the least significant bit; with BE codes the first bit to be
read is the most significant bit of the code) and the following
expression needed to be adapted:

ff_reverse[get_bits(&w->gb, 8 - w->shift)]

But this is easy: When only the bits read are reversed, they coincide
with what a little-endian bitstream reader reads that reads the
original, not-reversed data. But ff_reverse always reverses the full
eight bits and this also performs a shift by (8 - (8 - w->shift)) on top
of reversing the bits read. So the above line needs to be changed to

get_bits(&w->gb, 8 - w->shift) << w->shift

and this also shows why the variable shift is named the way it is.

Finally, this also fixes a hypothetical memleak: For gigantic packets,
initializing a GetBitContext can fail and in this case, the buffer
containing the reversed data would leak.
