avutil/side_data: add EXIF side data type 
This commit adds support for the additional side data type
AV_FRAME_DATA_EXIF, which contains a buffer of an EXIF metadata
payload.

964d28e83c avutil/frame: move side data helpers to a new file 
Should reduce clutter in frame.c, plus allow us to make opaque changes to
side data handling.
