To do so, simply add these init files to X86ASM-OBJS instead of OBJS
in the Makefile. The former is already used for the actual assembly
files, but using them for the C init files just works, because the build
system uses file extensions to derive whether it is a C or a NASM file.
This avoids compiling unused function stubs and also reduces our
reliance on DCE: We don't add %if checks to the asm files except
for AVX, AVX2, FMA3, FMA4, XOP and AVX512, so all the MMX-SSE4
functions will be available. It also allows to remove HAVE_X86ASM checks
in these init files.

Introduced in 1992, the Alpha was a 64-bit RISC processor designed
to replace the VAX CISC machines sold by Digital Equipment Corporation.
After Digital was acquired by Compaq in 1998 -- who themselves would be
later purchased by Hewlett-Packard, the architecture was phased out over
the following decade. It became effectively defunct in 2007, the last
publicly available processor being the Alpha 21364.
FFmpeg has not added any DSP code for this architecture since lowres2
was introduced in 2012, and it is more than unlikely someone still wishes
to maintain it.
Remove the DSP and support code.

All versions of MSVC that support C11 (namely >= v19.27)
also support the restrict keyword, therefore av_restrict
is no longer necessary since 75697836b1.

This is more spec-compliant because it does not rely
on dead-code elimination by the compiler. Especially
MSVC has problems with this, as can be seen in

This commit does not eliminate every instance where we rely
on dead code elimination: It only tackles branching to
the initialization of arch-specific dsp code, not e.g. all
uses of CONFIG_ and HAVE_ checks. But maybe it is already
enough to compile FFmpeg with MSVC with whole-programm-optimizations
enabled (if one does not disable too many components).

list of enabled components has changed, but not the other properties

In the past XvMC forced simple_idct since
it was using FF_IDCT_PERM_NONE.
However now we have SIMD variants of simple_idct that
are using FF_IDCT_PERM_TRANSPOSE and if they are selected
XvMC would get coefficients in the wrong order.
The patch creates new FF_IDCT_NONE that
is used only for this kind of hardware decoding
and that fallbacks to the old C only simple idct.

This removes the last use of the ff_put/add_pixels_clamped global
function pointers, and as such they are removed.
This patch has a negative effect on performance on MIPS, since there's
a SIMD-optimized put/add_pixels_clamped, but no xvid or jrev. From a
code maintenance point of view, that is probably acceptable.
Because the global function pointers are removed, this fixes the following
tsan warnings when running e.g. fate-dnxhr-parse:

These function pointers already existed in the ARM code. Adding them globally
allows calls to the function pointers to access arch-optimized versions of the
functions transparently.
