cmd/compile/internal/noder: remove unified IR assumptions on LocalPkg.Path == ""

Replace `pkg.Path == ""` check with `pkg == types.LocalPkg`. This is a
prep refactoring for CL 393715, which will properly initialize
types.LocalPkg.

Updates #51734.
