cmd/compile: handle unsafe builtins like universal builtins

Browse source 
Reuse the same mechanisms for handling universal builtins like len to
handle unsafe.Sizeof, etc. Allows us to drop package unsafe's export
data, and simplifies some code.

Updates #17508.
