runtime: skip TestGdbPanic on Windows
TestGdbPanic expects crash() to raise a SIGABRT signal interceptable by gdb, but Windows doesn't have signals. Windows builders haven't caught this failing test because they still don't have gdb installed (tracked in #22021).
