encoding/json/jsontext: remove Encoder.UnusedBuffer

WARNING: This commit contains a breaking change.
This is permissible since jsontext is experimental and
not subject to the Go 1 compatibility agreement.

Existing callers of UnusedBuffer should use AvailableBuffer instead.
