[dev.ssa] cmd/compile: prepare for some load+op combining

Browse source 
Rename StoreConst to ValAndOff so we can use it for other ops.
Make ValAndOff print nicely.

Add some notes & checks related to my aborted attempt to
implement combined CMP+load ops.
