This reverts CL 514235. Also reverts CL 518056 which is a followup
fix.
Reason for revert: Proposal #50102 defined an interface that is
too specific to UNIX-y systems and also didn't make much sense.
The proposal is un-accepted, and we'll revisit in Go 1.23.

An optional interface FileInfoNames has been added.
If the parameter fi of FileInfoHeader implements the interface
the Gname and Uname of the return value Header are
provided by the method of the interface.
Also added testing.

When these packages are released as part of Go 1.18,
Go 1.16 will no longer be supported, so we can remove
the +build tags in these files.
Ran go fix -fix=buildtag std cmd and then reverted the bootstrapDirs
as defined in src/cmd/dist/buildtool.go, which need to continue
to build with Go 1.4 for now.
Also reverted src/vendor and src/cmd/vendor, which will need
to be updated in their own repos first.
Manual changes in runtime/pprof/mprof_test.go to adjust line numbers.

The old os references are still valid, but update our code
to reflect best practices and get used to the new locations.
Code compiled with the bootstrap toolchain
(cmd/asm, cmd/dist, cmd/compile, debug/elf)
must remain Go 1.4-compatible and is excluded.

Introduce GOOS=ios for iOS systems. GOOS=ios matches "darwin"
build tag, like GOOS=android matches "linux" and GOOS=illumos
matches "solaris". Only ios/arm64 is supported (ios/amd64 is
not).
GOOS=ios and GOOS=darwin remain essentially the same at this
point. They will diverge at later time, to differentiate macOS
and iOS.
Uses of GOOS=="darwin" are changed to (GOOS=="darwin" || GOOS=="ios"),
except if it clearly means macOS (e.g. GOOS=="darwin" && GOARCH=="amd64"),
it remains GOOS=="darwin".

We take a best-effort approach since information for these fields
are not well supported on all platforms.
user.LookupId+user.LookupGroupId is currently 15x slower than os.Stat.
For performance reasons, we perpetually cache username and groupname
with a sync.Map. As a result, this function will not be updated whenever
the user or group names are renamed in the OS. However, this is a better
situation than before, where those fields were not populated at all.

Do not assume that if stat shows multiple links that we should mark the
file as a hardlink in the tar format. If the hardlink link was not
referenced, this caused a link to "/". On an overlay file system, all
files have multiple links.
The caller must keep the inode references and set TypeLink, Size = 0,
and LinkName themselves.
