LibWeb: Add imports to all IDL files that depend on others

LibWeb: Add Exposed attribute and IDL spec links where missing The intent is to use these to autogenerate prototype declarations for Window and WorkerGlobalScope classes. And the spec links are just nice to have :^)

LibWeb: Add Optional<String> overload for Element::set_attribute Which for now will just call the DeprecatedString version of this function. This is intended to be used in porting code over to using the new String equivalent with the end goal of removing the DeprecatedString version of this function. This allows us to port a whole heap of IDL interfaces from DeprecatedString to String.

LibWeb: Add a whole bunch of HTML DOM bindings Note that these aren't full implementations of the bindings. This mostly implements the low hanging fruit (namely, basic reflections) There are some attributes that should be USVString instead of DOMString. However, USVString is a slightly different definition of DOMString, so it should suffice for now.

[SameObject] readonly attribute HTMLCollection rows;
LibWeb: Implement HTMLTableElement row attributes rows returns a HTMLCollection of all the tr elements contained within the table. We leave the SameObject attribute off the attribute in the IDL as we cannot currently return the same HTMLCollection every time (see the FIXME on DOM::Document::applets) The WrapperGenerator currently does not correctly handle the default value for the type long on insertRow. Currently not specifying the index will insert a row at index 0.
