Meta: Add license header to source files As suggested by Joshua, this commit adds the 2-clause BSD license as a comment block to the top of every source file. For the first pass, I've just added myself for simplicity. I encourage everyone to add themselves as copyright holders of any file they've added or modified in some significant way. If I've added myself in error somewhere, feel free to replace it with the appropriate copyright holder instead. Going forward, all new source files should include a license header.

LibWeb: Make CSS::Selector reference counted The end goal is to make the PseudoClass::not_selector be a Selector instead of a String that is repeatedly re-parsed. But since Selector contains a Vector of ComplexSelectors, which each have a Vector of SimpleSelectors, it's probably a good idea to not be passing them around by value anyway. :^)

LibWeb: Add CSS property 'border' This makes it possible to write shorter CSS. Instead of writing .foo { border-width: 3px; border-style: solid; border-color: blue; } it is now possible to write .foo { border: 3px solid blue; } while the order of values is irrelevant. Currently only the basic values are supported. More values should be added in the future. Three more value specific parse functions were added: parse_line_width, parse_color, and parse_line_style Additionally a few test cases were added to borders.html.

LibWeb: Add a dedicated function for parsing HTML length values Presentation attribute lengths (width, height, etc.) can always be unit-less (e.g "400") so going via the normal CSS parsing path only works when the document is in quirks mode. Add a separate parse_html_length() that always allows unit-less values.
