Sam Atkins c408a7165a LibWeb: Adapt CSSStyleRule::parent_style_rule() -> nesting_parent_rule()
Once we implement `@scope`, the rule used as the parent for nesting
selectors won't always be a style rule, but could be a `@scope` rule.
This will get adjusted once those are added.
